Katz is the Director of Global Security Group, a New York-based security firm that consults with movie theaters. “Under the best circumstances, you still can’t empty the theater quickly. In an emergency, everyone is pushing toward the same door, thousands and thousands of pounds pushing them along in a very confined space,” Katz continued.

In January 2019, an active shooter training exercise was conducted by a local sheriff’s office at an Indiana elementary school, which resulted in multiple teachers being shot with plastic pellets and ultimately being injured.

The Indiana State Teachers Association tweeted on March 20, During active shooter drill, four teachers at a time were taken into a room, told to crouch down and were shot execution style with some sort of projectiles - resulting in injuries to the extent that welts appeared, and blood was drawn.”

Now, as these stories of “fear tactic” active shooter exercises come to light, many people are asking, “how real is too real?”

Why We Train for Active Threat Survival

On February 15, 2019, a mass shooting occurred at Henry Pratt Co. in Aurora, Illinois, a suburb 40-miles outside of Chicago. The attacker, a 15-year employee had just been fired.

When an active threat situation like this occurs, many questions come up, including:

  1. What was the motivation behind this attack?

  2. Were there any warning signs we missed?

  3. Is there anything we could have done to prevent this attack?

  4. Could we have prepared our employees for this type of attack?

"We're assessing if there is anything we could have done or could do in the future," Scott Hall, CEO of Mueller Water Products, parent company of Henry Pratt Co., said, adding that he was certain there were some shortcomings that would need to be addressed.

Motivations for Active Threat Attackers

In 2014, the Federal Bureau of Investigation (FBI) released a study detailing pre-attack behaviors of active shooters in the United States between 2000 and 2013. One hundred-sixty active shooter incidents were examined in this study. The FBI focused on the circumstances of the shooting like the location, duration and what happened at the end of the shooting; however, what they failed to do is try to identify the motivation driving the shooter. Recently, there has been a follow-up of this report, referred to as phase two, which examines actions leading up to the attack and then why they attacked.
